For more than 25
years, Rob has created, managed, and advised private industry leaders and government agencies on the
creation, management, and improvement of adult education, certification and measurement programs,
business management, and board governance.
Rob is now COO of OpenEyes Technologies focusing on operational readiness. He also sits on the boards
of directors of the Association of Test Publishers and the International Academy of Mine Safety and
Health.
Prior to joining OpenEyes in 2019, he was Vice-President of client services at
Castle Worldwide where he was responsible for all client relationships and the operation of Castle’s
psychometric, test development, accreditation, and testing program management consulting practices.
A member of Castle’s management team, Rob also led strategy initiatives.
Earlier still, he was a founding partner of Caveon Test Security and executive
director of ITCSC, a large Information Technology trade association dedicated to the protection of
its members' intellectual property through collective legal action and shared best practices.
He founded and managed Oracle Corporation's global Certified Professional Program, relaunched Sun
Microsystems' global Certification Program, and founded Adobe Systems’ Certification Program. Under
his management, his various assessment programs have delivered well over one and a half million
examinations worldwide in eight languages.
Rob is easily recognized at industry events as an active presenter and for his
nine years of service to the Personnel Certification Accreditation Committee (PCAC) of the American
National Standards Institute (ANSI), which is responsible for accreditation of personnel testing
programs to the ISO/IEC 17024 international standard. He also serves on several committees of the
Association of Test Publishers, including three years as Chair of the Workforce Skills Credentialing
Division, and the Institute for Credentialing Excellence. He regularly speaks on business
management, innovation, strategy, workforce development, and testing fairness as a two-way street.
Mr. Pedigo holds a Bachelor of Arts degree from the University of Washington in
political economy and an MBA with an emphasis in organizational development from City University.
